Implementation Rules for Gusu Innovation and Entrepreneurship Leading Talent Plan (2021)
According to the spirit of the document "Opinions on Several Policies and Measures to Accelerate the Internationalization of Talents and Lead the Development of High-end Industries" (SWBF [2020] No. 17) issued by the CPC Suzhou Municipal Committee and the Suzhou Municipal People's Government, the "Implementation Rules of the Gusu Innovation and Entrepreneurship Leading Talent Plan" (SWBF [2016] No. 95) is now revised.
Chapter I General Provisions
Article 1 Gusu Innovation and Entrepreneurship Leading Talents Plan (hereinafter referred to as Gusu Leading Talents Plan) closely follows the goal of building a high-level innovative city and an industrial science and technology innovation highland with global influence, and vigorously introduces and supports leading scientific and technological talents who come to the Soviet Union for innovation and entrepreneurship around new technologies, new industries, new formats and new models, promote the integration and development of talent chain, innovation chain and industry chain, provide strong talent guarantee and scientific and technological support for Suzhou to build a "paradise for entrepreneurs and paradise for innovators", and accelerate the construction of a socialist modern strong city with a new vision of "strong, rich, beautiful and high".
Article 2 Gusu Leading Talent Plan mainly focuses on introducing innovative and entrepreneurial talents (teams) in strategic emerging industries such as biomedicine, new generation information technology, high-end equipment, new materials and new energy. Give priority to supporting talent projects that promote the deep integration of digital economy and real economy, and promote the deep integration of Internet, big data, artificial intelligence and other industries. Give priority to supporting innovation and entrepreneurship projects for overseas students.
Article 3 The Gusu Leading Talents Plan shall be organized and implemented by the Municipal Talent Office together with the Municipal Science and Technology Bureau in the form of local management through the linkage between the city and county-level cities (districts). The Municipal Science and Technology Bureau takes the lead in organizing the application, review, project establishment, comprehensive management and business guidance of Gusu Leading Talents Plan Project, and the science and technology bureaus of county-level cities (districts) are responsible for reviewing and recommending, daily serving and managing talents and enterprises within their jurisdictions. The innovation and entrepreneurship talents (teams) introduced and supported by the relevant leading talent plans of county-level cities (districts) are the key cultivation objects of the Gusu leading talent plan.
Chapter II Supporting Objects and Conditions
Article 4 Gusu Leading Talents Plan sets up major innovation teams, entrepreneurial leading talents, innovative leading talents, young leading talents and other categories. Applicants and individuals should abide by various laws and regulations and relevant management regulations, have good scientific ethics, and consciously practice the spirit of a new era scientist.
Article 5 Major innovation teams mainly support talent teams with international vision and strategic vision that can break through the key core technologies of the industry, promote the transformation of major scientific and technological innovation achievements, and quickly seize the industrial commanding heights. The basic conditions are as follows:
1. The team is composed of leading talents and relevant core members, at least 3 people. The professional structure among members is reasonable, with relevance and complementarity, good work foundation, clear main direction and research and development goals, and stable cooperation can be achieved for more than 3 years after introduction;
2. Team leaders should have an important innovative position and academic influence in relevant international fields, with research achievements at the international first-class level, and outstanding innovation ability and resource integration ability. Core members should generally have a doctor's degree, and have more than 2 years of experience in R&D and management in well-known domestic and foreign enterprises, universities and scientific research institutions, and have achieved outstanding achievements and results;
3. The team should start a business in Suzhou in recent years or introduce it to Suzhou enterprises full-time, and lead the research and development and management work in Suzhou universities and research institutes. The leading talents of the entrepreneurial team should be the main person in charge and the main shareholders of the enterprise, mainly focus on Suzhou enterprises, and contribute no less than 1 million yuan in cash in the paid in capital of the enterprise. The innovation team shall hold the position of senior manager or person in charge of key R&D projects or above in the recruitment unit, sign a formal labor contract with the employer and have been on duty.
4. The implemented project has independent intellectual property rights, which can effectively solve the industrial core technology, common key technology and "choke" technology. The total investment of the project is not less than 100 million yuan, and it can achieve industrialization in the next five years. It has significant development potential and leading role.
Article 6 Pioneering leading talents mainly support leading talents who know both science and technology and the market, bring teams, technologies and projects to Suzhou to start businesses, and play a leading and supporting role in the implementation of innovation driven strategy and high-quality economic development of our city. The basic conditions are as follows:
1. Generally, they should have a master's degree or above, rich experience in research and development, management or independent entrepreneurship in well-known enterprises, universities and scientific research institutions at home and abroad, and have made outstanding achievements;
2. The established enterprise belongs to a high growth scientific and technological enterprise or a modern service industry enterprise. The leading products have independent intellectual property rights, and the technical level has reached the international advanced or domestic leading level. It can fill the domestic gap or lead the development of related industries, and has good market development prospects and expected economic benefits;
3. In recent years, he has been introduced to Suzhou to start his own business and has been the main person in charge and major shareholder of the enterprise, mainly focusing on Suzhou enterprises, and has contributed no less than 1 million yuan in cash in the paid in capital of the enterprise.
Article 7 Innovative leading talents mainly support innovative talents who can lead R&D and management work in Suzhou scientific and technological enterprises and promote the transformation and upgrading of enterprises. The basic conditions are as follows:
1. Generally, they should have a doctor's degree, rich experience in R&D and management of core posts in well-known domestic and foreign enterprises, universities and scientific research institutions, outstanding work performance and certain influence in the industry;
2. It has core technologies that can promote independent innovation, technology upgrading and clear property rights of enterprises. In recent years, it has introduced to Suzhou enterprises as the main leader of R&D institutions, the host of key R&D projects and above. After the introduction, it must work full-time in Suzhou enterprises for more than 3 years, and the annual pre tax salary is not less than twice the average annual salary of employees in urban non private units in the previous year;
3. The talent introduction enterprises should have a good foundation of scientific and technological innovation, and can provide full guarantee for the work and life of the introduced talents.
Article 8 Young leading talents mainly support young scientific and technological talents who have made good achievements in technology development, achievement transformation, basic research and other aspects to start businesses or introduce them to Suzhou enterprises full-time, and lead innovative research in universities and research institutions in Jiangsu, so as to cultivate a group of young scientific and technological entrepreneurs and young scientists who are expected to enter the front end of the industrial chain and the world's scientific and technological frontier. The basic conditions are as follows:
1. Young entrepreneurial talents should generally have a master's degree or above, be no more than 35 years old, have good innovation ability, own independent intellectual property rights or key technologies related to products and technologies in the entrepreneurial field, mainly focus on Suzhou, and make a cash contribution of no less than 500000 yuan in the paid in capital of enterprises. Entrepreneurial projects can fill domestic gaps or lead the development of related industries, It has good market development prospects and expected economic benefits;
2. Young innovative talents should generally have a doctor's degree, and the age should not exceed 35 in principle. The young talents introduced by the enterprise should have the experience in R&D and management of well-known enterprises, universities and scientific research institutions at home and abroad, with outstanding work performance; Young talents introduced in universities and scientific research institutions in Jiangsu should generally have working experience in formal teaching or scientific research positions in well-known universities and research institutions at home and abroad, have first-class research level and performance, and are expected to become outstanding academic leaders at the forefront of science and technology in the world.
Chapter III Declaration and Project Initiation
Article 9 At the beginning of each year, the Municipal Science and Technology Bureau will issue the application notice of Gusu Leading Talents Plan Project of the current year, specify the specific application requirements, organize the application and review in batches, and select the best to support the project.
Article 10 The science and technology department in the place where the applicant's unit is registered shall be responsible for the application and recommendation of the Gusu Leading Talents Program. The applicant and unit shall make online declaration, which shall be submitted to the Municipal Science and Technology Bureau after the preliminary examination and approval of the local science and technology competent department.
Article 11 The Municipal Science and Technology Bureau shall organize experts to review the accepted project applications. According to the online evaluation and interview defense of experts, the best selected projects will be investigated on the spot.
Article 12 The Municipal Science and Technology Bureau shall propose candidates for the proposed project according to the field investigation. The proposed candidates shall be approved by the Director's Meeting of the Municipal Human Resources Office and then issued for confirmation.
Article 13 For national level talent entrepreneurship projects introduced in key core technology fields, excellent talent entrepreneurship projects settled in social capital introduction, projects recommended by experts, and excellent award-winning projects in national high-level entrepreneurship competitions, if they meet the relevant conditions after evaluation, they can be directly established or the evaluation procedures can be simplified.
Article 14 The national level talents introduced by enterprises with full time and high salary, the chief executive officer (chief technical officer) of the headquarters of Fortune Global 500 enterprises or the talents in the same position can be directly approved if they meet the relevant conditions after assessment.
Article 15 Establish a special talent project for regional key industries, encourage county-level cities (districts) to scientifically plan and stagger development according to regional characteristics, and increase the introduction of talents in key industries. The review procedure can be simplified for talent projects introduced in key pilot industries that meet the requirements after review in county-level cities (districts).
Chapter IV Supporting Policies
Article 16 For major innovation teams that have obtained project approval, 10 to 50 million yuan of science and technology project funding will be given according to the expert review, team size, project investment, industrialization process, local support and other comprehensive conditions; Leading talents and core members of the team will be given 3 million yuan and 1 million yuan of relocation subsidies respectively; A talent introduction award of 500000 to 1 million yuan will be given to the talent introduction unit.
Article 17 The entrepreneurial leading talents (including regional key industry talents) who have obtained the project approval will be subsidized in four levels according to the expert review and field investigation, project investment, industrialization process and other comprehensive conditions, and will be given 1 million yuan, 2 million yuan, 2.5 million yuan, 3 million yuan of settlement subsidies and 1 million yuan, 2 million yuan, 3 million yuan5 million yuan for science and technology projects. If the project acceptance is passed at the end of the project undertaking period, and the technology is advanced, the development potential is great, the main business income exceeds 30 million yuan or the project is selected as one of the municipal unicorn cultivation plans, the project rolling support of up to 1 million yuan will be given. Enterprises selected into the municipal gazelle plan within 5 years after project establishment will be given rolling support of up to 1 million yuan for the project, and will be given the right of independent recommendation for the talents in short supply.
Article 18 The innovative leading talents who have obtained the project approval shall be subsidized in two levels according to the comprehensive situation of expert review, talent compensation level, project investment, etc., with 1 million yuan and 2 million yuan of settlement subsidies and 1 million yuan and 2 million yuan of science and technology project funding respectively; A talent introduction award of 300000 yuan and 500000 yuan will be given to the talent introduction unit.
Article 19 The young leading talents who have obtained the project approval shall be subsidized in three levels according to the comprehensive situation of expert evaluation, project investment, industrialization process, talent level, etc., and the funds for science and technology projects of 500000, 1 million, and 2 million will be given respectively; Those who meet the conditions can enjoy the living policy of top-notch talents according to the Implementation Opinions of Suzhou Talent Living Project (Trial).
Article 20 Talents who have obtained project approval can also enjoy enterprise unsecured credit loans of up to 50 million yuan, personal credit loans of up to 3 million yuan, incentive policies for outstanding talent contributions, medical care, children's education services, entry and exit convenience and other high-level talent support policies and living benefits according to regulations. Give priority to the support of entrepreneurship insurance, talent fund, etc. for talent projects.
Chapter V Fund Arrangement
Article 21 Subsidies for settling down involved in the Detailed Rules shall be borne at different levels according to the current financial system. The subsidies in the municipal districts shall be shared by the municipal and district finance at a ratio of 1:1. The part borne by the municipal finance shall be disbursed from the municipal talent development funds. After the approval of the Municipal Talent Office, the subsidies shall be allocated in batches one year after the talent project is established.
Article 22 The funding for scientific and technological projects shall be shared in proportion by the municipal finance and the finance of the place where the applicant is registered, of which Gusu District shall share in a proportion of 3:1 to the city and district, other districts shall share in a proportion of 1:1 to the city and district, and county-level cities shall share in a proportion of 1:3 to the city and county-level cities. The part borne by the municipal finance shall be disbursed from the municipal special fund for scientific and technological innovation, which shall be appropriated by the municipal science and technology bureau annually according to the implementation of the project. Subsidies that cannot be directly assigned to the application units of county-level cities (districts) shall be borne by 50% of the municipal special funds for scientific and technological innovation.
Article 23 The incentive fund for talent introduction shall be disbursed from the municipal talent development fund, approved by the Municipal Talent Office, and appropriated after the completion of the talent project commitment period and acceptance.
Chapter VI Implementation and Management
Article 24 In principle, the implementation and management of the Gusu Leading Talents Program shall follow the Suzhou Science and Technology Program Management Measures. The talents and enterprises that have initiated the project shall sign the Suzhou Science and Technology Plan Project Contract in accordance with the provisions, specifying the implementation plan and objectives and tasks. Those who fail to submit the project contract within the time limit shall be deemed to have given up accepting the funding.
Article 25 During the implementation of the project, the project leader of the Gusu Leading Talent Plan shall not be changed. In case of any of the following circumstances for talents and enterprises, the applicant unit or the competent department of the project shall apply for termination of the project implementation in a timely manner and report to the Municipal Science and Technology Bureau for approval. The terminated project shall be recorded in the scientific research credit record according to the contract performance. Relevant talents have been approved by the Municipal Talent Office and will no longer retain the corresponding working and living benefits.
(1) Talents and teams have left their posts;
(2) Significant changes have taken place in the equity and management team of the talent startup enterprise, and the talent is no longer the main responsible person and major shareholder of the startup enterprise;
(3) The enterprise has been cancelled or moved away, or the project cannot be implemented normally as planned.
Article 26 Establish an innovative due diligence exemption mechanism. The talents and enterprises who have been diligent and conscientious without seeking personal benefits but failed to complete the project task objectives due to the wrong choice of technical route or other unforeseen reasons will be exempted from liability and will not be negatively evaluated.
Article 27 The applicant and talents shall be responsible for the authenticity, legality and effectiveness of the contents of the application. Those who violate the integrity of scientific research, such as defrauding funds through fraud, shall be dealt with in accordance with the Measures for Credit Management of Science and Technology Planning Projects in Suzhou.
Chapter VII Supplementary Provisions
Article 28 The Detailed Rules shall come into force 30 days after the date of promulgation, and the original Detailed Rules for the Implementation of Suzhou Gusu Innovation and Entrepreneurship Leading Talent Plan (SWBF [2016] No. 95) shall be repealed at the same time. In case of any inconsistency between the policies of this Municipality on leading talents in science and technology and these Detailed Rules, these Detailed Rules shall prevail.
