Detailed Rules f 0or Implementation of Soochow Science and Technology Leading Talent Plan
Chapter I General Provisions
Article 1 In order to thoroughly implement the spirit of the talent work conference of the central, provincial and municipal Party committees, vigorously implement the development strategy of "strong industrial areas and innovation leadership", further accelerate the introduction and cultivation of high-level innovation and entrepreneurship leading talents (teams), create a high-level talent gathering highland, and comprehensively promote the development of industrial innovation clusters in the digital economy era, These Rules are formulated in accordance with the Several Policies and Measures on Supporting the High Quality Development of Soochow Science and Technology Leading Talents.
Article 2 The Soochow Science and Technology Leading Talent Plan mainly focuses on the frontier of science and technology development and the development needs of industrial innovation clusters in the region, focuses on the "3+3+3" industry, vigorously attracts and cultivates a group of innovation and entrepreneurship leading talents (teams), and provides scientific and technological talent support for accelerating the construction of a strong modern talent development area and promoting the development of industrial innovation clusters in the digital economy era.
Article 3 The Soochow Science and Technology Leading Talent Plan shall be organized and implemented by the Talent Office of the District Party Committee and the District Science and Technology Bureau in the way of linkage and localized management between the District and the Development Zone. The District Science and Technology Bureau takes the lead in organizing the application, review, project initiation, comprehensive management and business guidance of the Soochow Science and Technology Leading Talent Plan, and each development zone conducts review and recommendation, daily service and management of talents within its jurisdiction.
Chapter II Supporting Objects and Conditions
Article 4 Soochow Science and Technology Leading Talents Plan sets up four categories: innovation and entrepreneurship team project, entrepreneurship leading talents project, innovation leading talents project, and youth leading talents project. Applicants and units shall abide by various laws and regulations and relevant management regulations, have good scientific ethics, and consciously practice the spirit of scientists in the new era.
Article 5 The innovation and entrepreneurship team project mainly supports the talent team with international vision and strategic vision, focusing on the forward-looking field of scientific and technological innovation, and focusing on the breakthrough of key core technologies and the transformation of major scientific and technological innovation achievements. The basic conditions are as follows:
The team is composed of one leading talent and more than two core members, who should generally have a doctor's degree. The professional structure and division of responsibilities among members are reasonable, relevant and complementary, with a good work foundation, clear main direction and research and development goals. After introduction, stable cooperation can be achieved for more than 3 years.
Team leaders should have an important innovative position and academic influence in relevant international fields. Their research achievements should rank among the world's top level in the industry, and they should have outstanding innovation ability and resource integration ability. The core members of the team should generally have more than 2 years of R&D and management experience in well-known enterprises, universities and scientific research institutions at home and abroad, and have made outstanding achievements and achievements.
The team should start a business in Wuzhong in recent years or introduce it to Wuzhong enterprises full-time, and lead the research and development and management work in Wuzhong universities and research institutes. The leading talents of the entrepreneurial team should be the main person in charge of the enterprise (the industrial and commercial filing position is the chairman, general manager or executive director) and the main shareholders, mainly focusing on the enterprise founded by Wuzhong. The total equity of the team members should not be less than 30%, and the cash contribution in the paid in capital of the enterprise should not be less than 2 million yuan. The innovation team should hold the position of senior manager or person in charge of key R&D projects or above in the talent introduction unit, sign a formal labor contract with the employer and have been on duty full-time.
The implemented project has independent intellectual property rights, can effectively solve the industrial core technology, common key technology and "choke" technology. The total investment of the project in three years is not less than 30 million yuan, and can achieve industrialization in the next five years, with significant development potential and leading role.
Article 6 Entrepreneurial leading talent projects fall into two categories: talent introduction projects and local growth talent projects.
The talent introduction project mainly supports the leading talent projects that have strong resource integration ability, understand both science and technology and the market, bring teams, technologies, funds, and projects to Wuzhong District to start businesses, create new technological paths, new business models, and new industrial qualities in related fields, and play a leading and supporting role in Wuzhong District's economic transformation and upgrading and high-quality development. The basic conditions are as follows:
(1) Applicants should generally have a master's degree or above (for enterprises with good development results or founded by national level entrepreneurial talents, the degree of talents can be extended to undergraduate), rich experience in research and development, management or independent entrepreneurship in well-known enterprises, universities and scientific research institutions at home and abroad, and have made outstanding achievements.
(2) The declarant is the main person in charge of the establishment of the enterprise (the industrial and commercial filing position is the chairman, general manager or executive director), the equity is generally no less than 20% or the largest shareholder of a natural person, and the paid in cash contribution (paid in capital, excluding technology) is no less than 1 million yuan. In addition to the above conditions, the cash contribution of the shareholding company in the declared enterprise shall not be less than 2 million yuan. The actual amount of individual contribution shall not be reduced from the time of selection to the end of assessment and acceptance.
(3) Master relevant core technologies. The established enterprise is a high growth scientific and technological enterprise. The entrepreneurial project has independent intellectual property rights, and the technical level has reached the international advanced or domestic leading level. It can fill the domestic gap or lead the development of related industries, and has good market development prospects and expected economic benefits.
(4) Introduced to Wuzhong District for entrepreneurship in recent years, and the specific time requirements for coming to Suzhou are subject to the annual declaration notice.
The local growth talent project mainly supports the talents trained by Wuzhong's local innovation system to start their businesses in Wuzhong District for the first time, and is a leading talent project that has made outstanding contributions to the development of industrial innovation clusters in our district. The basic conditions are the same as (1), (2) and (3) of the talent introduction project.
Give priority to supporting full-time entrepreneurship projects in Wuzhong District and projects in line with the "3+3+3" industrial field in Wuzhong District.
Article 7 The innovation leading talents project is divided into two categories: enterprise innovation talents project and university innovation talents project.
The enterprise innovation talent project mainly supports the innovation leading talent project leading the scientific and technological innovation work to Wuzhong scientific and technological enterprises, which can promote the transformation, upgrading and leapfrog development of enterprises. The basic conditions are as follows:
(1) Applicants should generally have a doctor's degree (national major talent engineering talents, chief technical officers of Fortune 500 enterprises, and heads of major national scientific research projects can be extended to master's degrees), rich experience in research and development and management of core positions in well-known enterprises, universities, and scientific research institutions at home and abroad, outstanding work performance, and certain influence in the industry.
(2) It has core technology achievements that can promote independent innovation, technology upgrading and clear property rights. In recent years, it has been introduced to the unit to serve as the main leader of R&D institutions, the host of key R&D projects and above. After the introduction, it must work full-time for more than 3 years.
(3) The talent introduction unit shall meet one of the following conditions and give priority to supporting units with strong scientific and technological innovation capabilities: ① recognized national high-tech enterprises; ② The municipal high growth innovative enterprise cultivation plan and gazelle enterprise cultivation plan were selected; ③ Enterprises with municipal level or above R&D institutions (R&D laboratories, engineering technology research centers, public technology service platforms, enterprise technology centers, new R&D institutions, etc.); ④ Enterprises founded by leading talents at district level or above.
The innovative talent project of colleges and universities mainly supports the major talent projects (targeted organizations) independently introduced and cultivated in Wu's colleges and research institutes in the last year.
Give priority to supporting talents who have capital input and hold shares, talents employed by enterprises with high salaries, talent projects introduced by technology-based listed enterprises and leading enterprises.
Article 8 The youth leading talents project is divided into two categories: youth entrepreneurship leading talents project and youth innovation leading talents project. It mainly supports young scientific and technological talents who have made good achievements in technology development, achievement transformation, basic research, etc. to start their own businesses in Wuzhong, or to introduce them into Wuzhong science and technology enterprises full-time, and to lead scientific and technological innovation research in Wuzhong universities and research institutes. The basic conditions are as follows:
Young entrepreneurial talents should generally have a bachelor's degree or above, generally not more than 35 years old, have good innovation ability, and have independent intellectual property rights or key technologies related to products and technologies in the entrepreneurial field; Mainly focused on the enterprise founded by Wuzhong, who is the main person in charge of the enterprise (the position of industrial and commercial filing is the chairman, general manager or executive director), whose equity is generally no less than 20% or is the largest shareholder of a natural person, and whose cash contribution in the paid in capital of the enterprise is no less than 500000 yuan; The leading products of entrepreneurial projects have independent intellectual property rights, the technical level has reached the international advanced or domestic leading level, can fill the domestic gap or lead the development of related industries, and have good market development prospects and expected economic benefits.
Young innovative talents should generally have a doctor's degree (those who undertake national level talents, scientific research projects, or have obtained outstanding scientific research achievements recognized by experts in the same industry can be extended to master's degree), and the age is generally not more than 35 years old. The young talents introduced by the enterprise should have the experience in R&D and management of well-known enterprises, universities and scientific research institutions at home and abroad, with outstanding work performance; Young talents introduced in Wu universities and research institutes should generally have working experience in formal teaching or research positions in well-known universities and research institutions at home and abroad, have first-class research level and performance, and are expected to become outstanding academic leaders in the world's science and technology frontier.
Chapter III Supporting Policies and Fulfillment
Article 9 The main supporting policies include:
(1) Launch Support
The proposed entrepreneurial talent (team) project, which has passed the pre assessment of Soochow technology leading talents, will be included in the "cultivation pool" of Soochow technology leading talents. It will be settled in Wuzhong within one year and put into actual operation, and will be supported by a project start-up fund of 300000 yuan.
The proposed innovative talent (team) project, which has passed the pre evaluation of Soochow science and technology leading talents, will be included in the "cultivation pool" of Soochow science and technology leading talents, and will be on duty full-time within one year, with 300000 yuan of project start-up fund support.
(2) Project support
The innovation and entrepreneurship team project shall be approved according to the team strength, project investment, industrialization scale, leading role and other comprehensive reviews; Entrepreneurial leading talents project shall be approved according to the comprehensive review of technical level, project investment, R&D progress, social capital investment, industrialization process, etc; The innovation leading talent project shall be approved according to the comprehensive review of talent salary level, technical level, project investment, R&D progress, industrialization process, etc. After project approval, you can obtain:
Innovation and entrepreneurship team projects: A, B and C are divided into three levels, and 10 million yuan, 5 million yuan and 3 million yuan of project initiation funds are given respectively, which are allocated by stages according to the progress of the project.
Entrepreneurial leading talent projects: A, B and C levels are provided with 3 million yuan, 1.5 million yuan and 1 million yuan of project initiation funds respectively, which are allocated by stages according to the progress of the project. For high-quality projects with strong investment intensity, social capital preference, good industrialization process and in line with the direction of key industries, the subsidy amount can rise by up to 100%, and the maximum subsidy amount for a single project cannot exceed 6 million yuan.
Young Entrepreneurial Leading Talents Project: The project initiation fund of 1.5 million yuan, 1 million yuan and 500000 yuan will be given in three grades: A, B and C, and the cash contribution of the applicant in the paid in capital of the enterprise must be no less than 3 million yuan (inclusive), 1.5 million yuan (inclusive) and 500000 yuan (inclusive) respectively, which will be allocated by stages according to the progress of the project. For high-quality projects with strong investment intensity, social capital preference, good industrialization process and in line with the direction of key industries, the subsidy amount can rise by up to 100%, and the maximum subsidy amount for a single project cannot exceed 3 million yuan.
Innovation leading talent projects (including youth innovation leading talent projects): project initiation funds of 1 million yuan and 500000 yuan will be allocated in stages according to the progress of the project in two levels, A and B.
(3) Subsidy for settling down
The innovation and entrepreneurship team and leading talents themselves will be given a subsidy of 500000 to 2500000 yuan to settle down in Wuzhong District. The application notice shall be issued every year, and it shall be allocated annually after the application review. The settlement subsidy shall not exceed the total amount of house purchase.
(4) Subsidy for R&D and office space
According to the actual needs of the entrepreneurial leading talents (teams) project, the territorial development zone will provide three-year rent free or three-year rent subsidy support for R&D and office buildings of up to 1000 square meters.
(5) Venture equity investment
Entrepreneurial leading talents (teams) and youth entrepreneurial leading talents projects can be given priority to obtain equity investment of up to 10 million yuan from funds in Wuzhong District.
(6) Financial loans and discount interest
Give priority to the "Soochow Science and Technology Talent Loan", grant a credit line of up to 10 million yuan according to the size of the enterprise, and give a discount subsidy of 10% of the actual interest paid, with the total subsidy not exceeding 300000 yuan; For those who have obtained discount interest projects of municipal science and technology loans, a maximum of 1 million yuan will be given as a subsidy of 1:1.
(7) Incentives for industrialization growth
For high growth enterprises whose main business has continued to grow and whose main business income exceeds 30 million yuan in the three-year project period during the implementation period of the pioneering leading talent (team) project, if the project passes the acceptance, a one-time growth award of up to 10 million yuan will be given based on 2% of the total main business income of the enterprise in the three years (excluding water flow, related transactions, etc.).
(8) Talent treatment
According to the project category, we will provide rent free or rent subsidy for talent apartments of corresponding areas for innovation and entrepreneurship teams and leading talents, and provide comprehensive services such as settlement, children's enrollment, medical health, housing fund support, etc.
Chapter IV Application and Project Initiation
Article 10 The annual open system application of Soochow Science and Technology Leading Talents Plan shall be carried out by means of project roadshows, entrepreneurship competitions, centralized reviews, etc. The District Science and Technology Bureau issues the annual declaration notice of Soochow Science and Technology Leading Talent Plan, and the specific requirements are subject to the annual declaration notice.
Article 11 Each development zone shall organize enterprises and talents to apply for the recommendation of Soochow Science and Technology Leading Talents Plan project, and enterprises, talents and development zones shall be responsible for the authenticity and reliability of the project.
Article 12 The District Science and Technology Bureau shall organize experts to conduct pre evaluation or centralized review of the accepted application projects. According to the form review, technical review, background investigation, interview defense and other comprehensive reviews, they will be included in the "incubator" or entered into the field investigation link. For the projects included in the "incubator" through pre assessment, each development zone shall conduct field investigation and be responsible for recommending. After the review and approval of the Party Leadership Group Meeting of the District Science and Technology Bureau, the proposed candidates for the "incubator" project shall be proposed. The proposed candidates shall be publicized within 5 working days after the review and approval of the director meeting of the District Human Resources Office. If there is no objection after the publicity, the District Human Resources Office, the District Science and Technology Bureau jointly issued a document for confirmation. The District Science and Technology Bureau will organize expert judges to carry out field visits for projects that have passed the centralized review. According to the field visits, the District Science and Technology Bureau will propose candidates for the proposed project after being reviewed and approved by the Party Leadership Group Meeting of the District Science and Technology Bureau. The proposed candidates will be publicized within 5 working days after being reviewed and approved by the director meeting of the District Talent Office. If there is no objection after the publicity, the District Talent Office, the District Science and Technology Bureau jointly issued a document for confirmation.
Article 13 The talents who have been declared by our district to be selected into the leading talents plan at or above the municipal level in Suzhou can directly establish the leading talents plan of Soochow Science and Technology.
Article 14 Those who meet the application conditions for leading talents and meet one of the following conditions can enjoy the green channel treatment after examination and verification, and can directly enter the interview defense:
Entrepreneurship:
(1) Those who have been selected into the talent plan (entrepreneurship) at or above the provincial level in recent five years, and have not founded more than two companies before coming to Jiangsu.
(2) Entrepreneurial projects conform to the direction of key industries in Wuzhong, and have obtained more than 5 million yuan (actually received) from market-oriented fund investment or more than 3 million yuan (actually received) from fund investment in Wuzhong District.
(3) The winner of the high-level entrepreneurial competition shall follow the guidelines for the linkage mechanism of the relevant entrepreneurial competition published every year.
(4) "Uncover the list and take the lead" is successful or recommended by Soochow technology entrepreneurs, special consultants for talent work and recommendation experts.
Innovation:
(1) Academicians who work full-time in Wuzhong enterprises, are selected as national major talent engineering experts, and have served as CEO, CTO or equivalent positions in the headquarters of Fortune Global 500 enterprises in recent 10 years.
(2) Full time working in Wuzhong Enterprises as Executive Director, General Manager, Chief Scientist or equivalent position, with an annual pre tax salary of more than 1 million yuan.
(3) "Uncover the list and take the lead" is successful or recommended by Soochow technology entrepreneurs, special consultants for talent work and recommendation experts.
Chapter V Fund Management
Article 15 The project funding shall be distributed by the District Science and Technology Bureau together with the District Finance Bureau according to relevant regulations, and managed in a special account according to relevant measures.
Article 16 According to the principle of territorial taxation of enterprises, the start-up support, project establishment support, industrialization growth incentive and settlement subsidy shall be borne 1:1 by the district and the development zone where they are located. The start-up support, project establishment support and industrialization growth incentive borne by the district level shall be disbursed from the district science and technology funds, and the settlement subsidy borne by the district level shall be disbursed from the district talent development funds.
Article 17 The leading talent (team) project shall sign the project contract on time, and allocate 50% of the project initiation funding amount for the first time. The remaining part of the entrepreneurship project shall be allocated after the mid-term inspection is qualified, and the remaining part of the innovation project shall be allocated after the project acceptance is passed. The project initiation support will make up for the allocated project initiation support after obtaining the corresponding level of project initiation.
Chapter VI Supervision and Administration
Article 18 After signing the project contract, the leading talent (team) project initiated shall regularly report the implementation of the project stage to the District Science and Technology Bureau as required, and regularly accept the mid-term inspection and project acceptance organized by the District Science and Technology Bureau.
(1) Intermediate Inspection
The mid-term inspection shall be carried out by expert judges organized by the District Science and Technology Bureau.
The mid-term inspection is generally carried out after the expiration of one year of the project.
The interim inspection results can be divided into three cases: passing, postponement and termination.
If the inspection results are approved, the proposed candidates will be proposed after being reviewed and approved by the Party Leadership Group Meeting of the District Science and Technology Bureau. After the proposed candidates are reviewed and approved by the Director's Meeting of the Talent Office of the District Committee, the next project initiation support fund will be normally allocated; If the inspection result is delayed, the next project approval support fund will be allocated after the rectification and delayed inspection are passed; For terminated projects, the allocation of project initiation support funds shall be stopped, and the right to recover the allocated funds shall be reserved.
(2) Project Acceptance
The District Science and Technology Bureau shall organize expert judges to implement the project acceptance.
The project acceptance is generally carried out after the expiration of three years of the project.
The project acceptance results can be divided into three cases: acceptance passed, conclusion concluded and failure. If the project passes the acceptance, the Party Leadership Group Meeting of the District Science and Technology Bureau will put forward the proposed candidates after deliberation and approval. After the proposed candidates are reviewed and approved by the Director's Meeting of the Talent Office of the District Party Committee, they will enjoy the talent subsidy reward policy and talent treatment as required. Rewards shall be given according to regulations for those who meet the requirements of industrialization growth rewards. If the project fails to pass the acceptance or fails to meet the acceptance conditions due to changes in objective conditions, a rectification period of one year can be granted upon application, and the acceptance evaluation will be conducted again after one year's extension. If the acceptance fails or the delayed acceptance still fails, the grant of subsidies will be terminated, and the leading talents will be disqualified. The talents and enterprises will no longer enjoy various supporting policies and treatments. If the circumstances are serious, the right to recover the allocated funds will be reserved.
Article 19 In case of any of the following circumstances, the leading talent project qualification shall be terminated and canceled, the corresponding project and living benefits shall no longer be enjoyed, and the right to withdraw the funding of relevant talents and enterprises shall be reserved.
Those who have not registered or been on duty full-time within one year after being included in the "incubator".
Leading talents (teams) or their units voluntarily propose to give up their qualification.
The enterprise moves or cancels, and the talent (team) leaves the post.
The project has been applied for and funded in other places (no matter what form) after project approval.
The enterprise operates in violation of the law or has major violations and major dishonesty in tax, safety production, environmental protection and other aspects.
The project support funds are appropriated for other purposes.
Other circumstances that are not suitable for granting financial aid.
Article 20 Establish an innovative due diligence exemption mechanism. The talents and enterprises who have been diligent and conscientious without seeking personal benefits but failed to complete the project task objectives due to the wrong choice of technical route or other unforeseen reasons will be exempted from liability and will not be negatively evaluated.
Chapter VII Supplementary Provisions
Article 21 The District Government shall be responsible for the interpretation of the Detailed Rules, and the Talent Office of the District Committee and the District Science and Technology Bureau shall be responsible for the specific interpretation, which shall be implemented as of July 1, 2022. In case of any duplication with other similar policies in Wuzhong District, the principle of "no duplication on high" shall be followed.
