Detailed Rules for the Implementation of Gusu Key Industry Talent Shortage Plan


In the spirit of the document Opinions on Several Policies and Measures to Accelerate the Internationalization of Talents and Lead the Development of High end Industries (SWF [2020] No. 17) issued by the Suzhou Municipal People's Government, the Detailed Rules for the Implementation of the Gusu Talent Shortage Plan in Key Industries (SWBF [2016] No. 96) is hereby revised. 

 

Chapter I General Provisions

Article 1 The talents in short supply in key industries of Gusu refer to the medium and high-end talents who have bachelor's degree or above in key industries of our city, meet the urgent needs of our city and are engaged in relevant work. 

Article 2 Gusu Key Industry Shortage Talent Plan recognizes and subsidizes one batch of talents every year, subsidizes more than 10,000 key industry shortage talents within three years, and provides targeted funding quota for key industry projects. We will increase support for returned students.  

Article 3 The Suzhou Talent Work Leading Group Office (hereinafter referred to as the Municipal Talent Office), together with Suzhou Human Resources and Social Security Bureau (hereinafter referred to as the Municipal Human Resources and Social Security Bureau) and Suzhou Development and Reform Commission (hereinafter referred to as the Municipal Development and Reform Commission), organizes the implementation of the Gusu talent plan for key industries in a manner of city county linkage and territorial management. The Municipal Human Resources and Social Security Bureau takes the lead in organizing the application, subsidy application, review, comprehensive management and business guidance of the talent shortage plan for key industries in Gusu; The Municipal Development and Reform Commission is responsible for determining the list of key industrial projects and quota allocation in the city, and guiding county-level cities (districts) to do a good job in recommending and reviewing personnel for key industrial projects; Each county-level city (district) is responsible for the declaration, subsidy application, preliminary review, daily service and management of enterprises and talent organizations within its jurisdiction. The plan covers all county-level cities (districts) under the jurisdiction of Suzhou. 

 

Chapter II Scope and Object of Application

Article 4 The application scope of Gusu's plan for talents in shortage in key industries includes: enterprises registered in our city, with independent legal personality, and meeting one of the following conditions: 
Enterprises founded by leading talents at or above the municipal level; 
National high-tech enterprises; 
Private enterprises above designated size in advanced manufacturing fields such as biomedicine, aerospace, new generation information technology and productive service fields such as information technology services, R&D and design, and business services that are in line with the city's "Fourteenth Five Year Plan"; 
Enterprises recommended by county-level cities (districts) to undertake provincial and municipal key industrial projects. The number of targeted grants for key industrial projects in the city each year generally does not exceed 300; 
Excellent small and medium-sized enterprises recommended by county-level cities (districts). In general, there are no more than 10 key enterprises recommended each year. 
The number of applicants of each enterprise shall not exceed 30 each year. 

Article 5 The applicants for the talent shortage plan in Gusu's key industries shall meet the following conditions at the same time: 
Excellent talents with full-time bachelor's degree or above, formal labor contract signed with enterprises, and normal payment of social insurance and individual income tax in Suzhou; 
My specialty matches with the position, and the specialty conforms to the "Suzhou Key Industry Shortage Professional Talent Demand Directory" of that year; 
The applicants for full-time bachelor's degree, master's degree and doctoral degree should not be more than 35 years old, 40 years old and 45 years old respectively in the year of application. 

 

Chapter III Integral Criteria

Article 6 The talents in short supply in key industries in Gusu shall be identified by points according to the following standards: 
Personal quality, accounting for 30%. The applicant has 50 points for bachelor degree 70 points for master degree and 90 points for doctor degree. 
Shortage index, accounting for 30%. The majors learned by the applicant must be listed in the Demand Directory for Shortened Professional Talents in Suzhou's Key Industries of the current year. According to the scarcity index 1-5, the scores are 50, 60, 70, 80 and 90 respectively. 
Salary level, accounting for 40%. The applicant's annual income in the enterprise (income from wages and salaries that pay personal income tax) reaches 100000 to 350000 yuan, which can be scored 60 to 100 points. The higher the salary, the higher the score. The integral standard of salary level can be dynamically adjusted according to the average wage increase of urban employees in our city. 
In addition, 2 points will be added for those with intermediate and above professional titles; For service inventors, 2 points will be added for each invention patent (the top three) and 1 point for each utility model patent or design patent (the top three); 1 point will be added for those who have obtained a bachelor's degree or above from abroad. The accumulative total of all additional points shall not exceed 6 points per person. 
Based on the above standards, we will choose the best to subsidize every year.  

 

Chapter IV Declaration and Confirmation Procedures

Article 7 Gusu's plan for talents in short supply in key industries shall be submitted, reviewed and recognized on an annual basis, and the list of subsidies shall be published within the year. 

Article 8 The procedures for the application and recognition of the plan for talents in shortage in key industries in Gusu are as follows: 
Online declaration. Enterprises log on to the "Suzhou High level Talents One stop Service Online Service Hall", enter the declaration page to fill in relevant information, and upload relevant scanning copies. For the first application, enterprises must register before filling in personnel information. 
Preliminary online review. The human resources and social security departments of all county-level cities (districts) conduct online preliminary examination of the relevant information of the applicant and the applicant against the selection conditions. 
Online review. The municipal human resources and social security department shall review the information of enterprises and personnel that have passed the preliminary review, and form a list of personnel who have passed the review. 
On site verification. The personnel who have passed the online review shall carry the original and copies of the required materials to the human resources and social security department of the county level city (district) for on-site verification. The Municipal Human Resources and Social Security Department shall conduct spot check on the copies of the application materials of the on-site reviewers. After the review is correct, a list of recommended funding will be formed according to the ranking of points. 
Confirming and issuing documents. It is suggested that the funding list be submitted to the director meeting of the Municipal Talent Office for approval, and then be publicized to the public for one week. If there is no objection to the publicity, that is, the list of subsidies will be officially published; If there is any objection to the publicity, the municipal human resources and social security department shall check and put forward handling suggestions.  

Article 9 The application materials for the Gusu Key Industry Talent Shortage Plan must be scanned and uploaded to the application system, and submitted at the time of on-site verification. It mainly includes: 
Applicant materials: ID card or passport within the validity period; Academic degree certificate (certificate issued by the Overseas Study Service Center of the Ministry of Education must be provided for Hong Kong, Macao, Taiwan and foreign education); Formal labor contract within the validity period; Insurance certificate; Tax payment certificate; Professional title certificate; Authorized patent certificate, etc. 
Application materials: unified social credit code certificate; Publicity materials for recommended candidates within the enterprise; Other materials to prove the qualification of the enterprise.

Chapter V Funding Policy

Article 10 An electronic certificate of "talents in short supply in key industries in Suzhou" shall be issued to the grantees as a voucher for the subsequent capital application and the realization of relevant policies. 

Article 11 Financial support. According to the points, talents in critical industries in Gusu can receive salary subsidies of 60,000 yuan, 90000 yuan, 120,000 yuan and 150,000 yuan respectively. The salary subsidy shall be allocated in equal amount for two years from the next year after recognition, and shall be applied for once a year. 

Article 12 Policy support. If talents in shortage in key industries in Suzhou apply for housing provident fund loans to purchase their own housing, the relevant provisions of the Administrative Measures of Suzhou for High level Talents to Enjoy Housing Provident Fund Support Policies (SFJ (2018) No. 79) shall apply, and the loan limit may be extended to twice the maximum limit. At the same time, their children who are not registered residence will enjoy the treatment of registered residence students in this city when they attend the compulsory education school. 

 

Chapter VI Fund Management and Performance Evaluation

Article 13 The subsidy funds involved in the Detailed Rules shall be borne at different levels according to the current financial system, and the subsidy funds of municipal districts shall be sponsored by the municipal and district finance at a ratio of 1:1. 

Article 14 Subsidy funds shall be transferred to the grantee through the enterprise where they are located. Those who have been subsidized by other sub plans of the Gusu Talent Plan will no longer enjoy the subsidy again. 

Article 15 The grantee shall be responsible for the authenticity of the application and application materials, and if the following situations occur during the funding period, the municipal human resources and social security department shall verify them and put forward the following handling suggestions: 
If the aided person commits any illegal or disciplinary act, he shall be disqualified from funding; 
If the aided person fails to pass the annual assessment of the enterprise, no subsidy will be allocated for the current year; 
Subsidies in the original enterprise will be stopped when the grantee leaves the company, but the new enterprise can reapply for such subsidies. If the requirements are met, the remaining subsidies can be allocated. 

Article 16 The enterprise to which the grantee belongs shall be responsible for matters related to the application, distribution and subsequent management of the funds. The annual enterprise credit award shall be established as appropriate to encourage excellent applicant enterprises with standardized management. In case of false declaration, withholding or misappropriation of subsidy funds, once verified, the enterprise will be disqualified from applying for government subsidies for various talents, and the subsidy funds will be recovered and the relevant personnel will be investigated for legal responsibility according to regulations. 

Article 17 According to the Administrative Measures of Suzhou Municipal Talent Development Fund, a special fund accountability mechanism shall be implemented. According to the principle of "who uses the funds, who is responsible", the relevant departments and their responsible personnel who fail to meet the relevant requirements in budget performance management, resulting in the financial fund allocation and implementation performance failing to meet the objectives or specified requirements shall be held accountable for performance. 

 

Chapter VII Supplementary Provisions

Article 18 All county-level cities (districts) may formulate corresponding policies and measures in light of local conditions and with reference to the Detailed Rules. 

The Detailed Rules shall come into force as of the date of promulgation. The original Detailed Rules for the Implementation of the Gusu Plan for Talents in Shortage in Key Industries (SWBF [2016] No. 96) is automatically repealed.
