Detailed Rules for the Implementation of the Talent Shortage Plan in Key Industries of Soochow


In order to encourage key industrial enterprises in our district to introduce and cultivate talents in short supply, and give full play to the leading and supporting role of talents in high-quality development, the Detailed Rules are formulated in accordance with the spirit of documents such as the Opinions on Building a Modern Strong Zone for Talent Development and Promoting the Development of Industrial Innovation Clusters in the Digital Economy Era. 

 

Chapter I General Provisions

Article 1 The talents in short supply in the key industries of Soochow refer to the talents newly introduced in the key industries of our district in recent three years, who have signed labor contracts with enterprises in our district and work full-time in our district. 

Article 2 The talent shortage plan for key industries in Soochow shall be approved once a year, and 700 talents in key industries shall be selected and subsidized within two years. 

Article 3 The talent shortage plan for key industries in Soochow is specifically organized and implemented by Suzhou Wuzhong District Human Resources and Social Security Bureau (hereinafter referred to as the "District Human Resources and Social Security Bureau"). 

 

Chapter II Scope and Object of Application

Article 4 The application scope of the talent shortage plan for the key industries of Soochow is the enterprises registered in our district, with independent legal personality, and the key industries are the new generation of information technology, robots and intelligent manufacturing, biomedicine and general health, aerospace, intelligent connected vehicles, energy conservation and environmental protection, industrial Internet, inspection, testing and certification, and cultural tourism industries. 

Article 5 The applicants of the talent shortage plan for the key industries of Soochow shall meet the following conditions at the same time: 
Outstanding talents who have full-time undergraduate education and degree or above (with double certificates at the same time), or intermediate or above professional title, or technician or above skill level, sign formal labor contracts with enterprises, and normally pay social insurance and personal income tax in Wuzhong District; 
The applicant is not more than 45 years old in the year of application. 

 

Chapter III Recognition Criteria

Article 6 The selection of talents in short supply in key industries of Soochow adopts recommendation and point recognition. 
(1) Recommendation criteria: 
Conditions and number of sponsors: selected as Soochow Technology Entrepreneur or Entrepreneurial Science and Technology Leading Talent in recent three years. Among them, no more than 3 leading scientific and technological entrepreneurs and provincial mass entrepreneurship and innovation talents are recommended each time, no more than 2 key scientific and technological entrepreneurs and Gusu leading talents are recommended each time, and no more than 1 young scientific and technological entrepreneurs and Dongwu leading talents are recommended each time. The specific declaration notice shall prevail. 
The recommended talents shall be the core technical backbone or senior management personnel of the enterprise, and the annual income (salary income from paying personal income tax) shall reach 300000 yuan or more. 
The recommended talents may not be limited by educational background, professional title and skill level, but they should still meet the conditions for new introduction in key industries in recent three years. 
(2) Score criteria: 
Enterprise qualification, accounting for 10%. 100 points for the establishment of municipal and above specialized new enterprises and municipal and above scientific and technological leading talents; 90 points for the establishment of high-tech enterprises and district level leading scientific and technological talents; 75 points for excellent small, medium and micro enterprises recommended by districts and towns; Other enterprises score 60 points. The above enterprises must conform to the industrial development orientation and be the enterprises that focus on supporting development. 
Personal quality, accounting for 30%. The applicant is a university undergraduate (intermediate title, technician) with 60 points, a postgraduate (deputy senior title, senior technician) with 80 points, and a doctoral (senior title) with 100 points. 
Salary level, accounting for 60%. If the annual income of the applicant in the enterprise (the income from wages and salaries that pay individual income tax) reaches 100000 to 300000 yuan, 60 to 100 points can be accumulated. The integral standard of salary level can be dynamically adjusted according to the average wage increase of urban employees in our district. 
Bonus options: 
(1) At the same time, they are compound talents with academic degree, professional and technical level and professional ability level, 2 to 3 points will be added (2 points for those who have obtained a bachelor's degree or above and have obtained an intermediate professional title or technician, and 3 points for those who have obtained an advanced professional title or senior technician; 2 points for those who have not obtained a bachelor's degree or above but have obtained an intermediate professional title and technician at the same time, and 3 points for those who have obtained an advanced professional title and skill level); 
(2) For service inventors, 2 points will be added for each invention patent (the top three) and 1 point for each utility model patent or design patent (the top three); 
(3) 2 points will be added for each item participating in the formulation of national standards (the top three by signature), and 1 point will be added for each item participating in the formulation of industrial standards and local standards (the top three by signature); 
Each person shall not accumulate more than 10 points for all bonus items. 
Based on the above standards, the District Human Resources and Social Security Bureau will publish the number of subsidy plans to determine the best. 

 

Chapter IV Declaration and Confirmation Procedures

Article 7 The funding list of the talent plan for key industries in Soochow will be published after the annual centralized application, review and confirmation. The specific requirements for application materials shall be subject to the application announcement. 

Article 8 The application and recognition procedures for the talent shortage plan in key industries of Soochow shall be implemented according to the procedures of individual application, unit recommendation, district (town) preliminary review, district human resources and social security bureau review, etc. The District Human Resources and Social Security Bureau is responsible for reviewing the application materials and proposing the list of candidates to be funded. The proposed funding list will be publicized to the public for 5 working days after being approved by the director meeting of the Talent Office of the District Committee, and the list will be published after no objection is raised. If there is any objection to the publicity, the District Human Resources and Social Security Bureau shall check and put forward handling suggestions. 

Article 9 The recommendation and application of talents in short supply in key industries of Soochow shall be selected under the conditional system, and the application of points shall be selected according to the number of subsidy plans each year and the ranking from high to low according to the points. 

 

Chapter V Funding Policy

Article 10 A unified document identification shall be issued to the grantees, which shall serve as a voucher for the subsequent application for funds and the realization of relevant policies. 

Article 11 Subsidies for house purchase. The selected talents who purchase self occupied commercial houses in Wuzhong District will be given a subsidy of 150000 yuan. The subsidy shall be applied for within 5 years after the identification according to the principle of "one set, one time". The application shall be centralized once a year. The purchase of houses shall not exceed 3 years (subject to the acquisition of real estate certificate or house property certificate). After review, those who have been rated as the talents in need of key industries in Gusu will be directly selected into the talent plan in need of key industries in Soochow, and will enjoy the relevant treatment of these Implementation Rules. District level leading talents in science and technology innovation and entrepreneurship who are also selected as the talents in short supply in key industries of Gusu will not enjoy the relevant treatment of these Rules. 

Article 12 One time living allowance. For doctors, masters and undergraduates introduced by the enterprise in the current year and recognized that there is a shortage of talents in key industries in Soochow, a one-time living allowance of 50,000 yuan/person, 30,000 yuan/person and 20,000 yuan/person will be given separately. 

Article 13 Rewards for talent introduction. Enterprises that are selected as the key industries of Soochow and are short of talents will be given a one-time reward. In the current year, enterprises will be given a reward of 5,000 talents per person; For the units that are selected as the talents in key industries in Gusu and are in short supply, the enterprises will be given a reward of 10,000 yuan per person in the current year. The maximum amount of reward for a single enterprise in the current year will not exceed 1 million yuan. 

Article 14 Other support. If talents in shortage in key industries in Soochow apply for housing provident fund loans for the first time to purchase the first self occupied housing, the relevant provisions of the Administrative Measures of Suzhou for High level Talents to Enjoy Housing Provident Fund Support Policies (SFJ [2018] No. 79) shall be followed, and the loan limit may be extended to 1.5 times the maximum limit. At the same time, their children who are not registered residence will enjoy the treatment of students with registered residence in the district when they attend schools at the compulsory education stage. 

 

Chapter VI Fund Management

Article 15 The subsidy funds involved in the Detailed Rules shall be shared by the district and town finance at a ratio of 1:1, and the part borne by the district finance shall be included in the annual budget of the district talent development fund. 

Article 16 Those who have been selected as the talents in short supply in the key industries of Soochow but have not yet enjoyed the policy benefits shall be paid housing subsidies, provident fund loans, children's enrollment and other related benefits in accordance with the new policy provisions. The talents who have been selected into the district level talent plan of similar types in our district, and whose policy enjoyment period has not expired, will continue to be subsidized according to the original method. Those who have won district level leading talents in science and technology innovation and entrepreneurship shall not apply for the talent shortage plan for key industries in Soochow. 

Article 17 The candidate shall be responsible for the authenticity of the application and application materials. From the time of selection to the time of applying for settlement allowance, the average annual income shall not be lower than the salary standard at the time of application, otherwise, it will not be supported. In case of the following situations during the funding period, the District Human Resources and Social Security Department shall make the following suggestions after verification: 
If the candidate has violated laws and disciplines, the qualification for recognition shall be revoked; 2. If the candidates fail to pass the annual assessment of the enterprise, they will be disqualified; 
After leaving the company, the candidate will be disqualified, but can re apply for the talent plan in the new enterprise. If the candidate meets the requirements, he can enjoy the relevant treatment after being recognized. 

Article 18 The enterprise to which the candidate belongs shall be responsible for the application, distribution and subsequent management of funding. In case of false declaration, withholding or misappropriation of subsidy funds, once verified, the enterprise will be disqualified from applying for government subsidies for various talents, and the subsidy funds will be recovered and the relevant personnel will be investigated for legal responsibility according to regulations.  

 

Chapter VII Supplementary Provisions

Article 19 The People's Government of Wuzhong District shall be responsible for the interpretation of these Rules, and the Human Resources and Social Security Bureau of Wuzhong District shall be responsible for the specific interpretation. 

Article 20 These Rules shall come into force as of September 15, 2022 (generally 30 days as of the date of promulgation), and shall be implemented until December 31, 2023. The original policies on the plan for talents in short supply in key industries are automatically abolished.
