Detailed Rules for the Implementation of Soochow High skilled Talents Plan


Chapter I General Provisions

Article 1 In order to deeply implement the strategy of talent development zone, focus on key areas and industrial development needs, and cultivate a team of highly skilled talents with sufficient quantity, reasonable structure and superb skills for Wuzhong's economic and social development. The Implementation Rules are formulated in accordance with the spirit of the Implementation Opinions of the District Party Committee and the District Government on the Implementation of Suzhou Municipal Party Committee and the Municipal Government on Several Measures to Further Promote the Priority Development of Talents (WWF [2017] No. 5). 

Article 2 High skilled talents in this policy refer to those who have obtained the national vocational qualification, senior certificate of vocational skill level or above. 

 

Chapter II Introduction of High skilled Talents

Article 3 Implement the introduction project of high skilled leading talents in Eastern Wu. Highly skilled leading talents should have national secondary vocational qualification (technician) or the same or higher skill level, and the age is generally not more than 55 years old (65 years old for those introduced from abroad). They have been introduced to our district for the past 3 years, and can work full-time in the introducing unit for more than 3 consecutive years after being selected. At the same time, one of the following conditions shall be met: 
(1) The contestants who have been shortlisted in the national first class skill contest or have won the top 10 in the national second class and provincial skill contest or the top 6 in the municipal first class skill contest; 
(2) Leader of municipal and above skilled master studios, highly skilled outstanding talents, chief technicians or skill experts of large enterprises (groups). 
(3) Excellent teachers with high professional theoretical literacy, corresponding qualifications, outstanding teaching performance, and the integration of theory and practice teaching of senior engineers and technicians in colleges and universities. 

Article 4 For the units that introduce high skilled leading talents from Soochow, 50% of the talent recruitment subsidy will be given for 3 consecutive years based on the talent salary of the previous year, with the total subsidy not exceeding 250,000 yuan. Subsidies will be paid in the next year after recognition. If a talent leaves the company within the period of subsidy payment, the subsidy after the year of resignation shall be stopped. For the introduced high skilled leading talents of Soochow, a subsidy of 500,000 yuan will be given to settle down, which will be shared by the district level and the town (district) finance at a ratio of 1:1. Subsidies for settling down shall be allocated year by year for three years (4:3:3 ratio) starting from the next year after identification. 

Article 5 Support enterprises to introduce highly skilled talents. Subject to obtaining the corresponding vocational qualification or vocational skill level certificate, the enterprise will be given a talent introduction subsidy according to the standard of 10,000 yuan/person for technicians and 15,000 yuan/person for senior technicians, and the maximum annual subsidy for each enterprise will not exceed 100,000 yuan. For the introduced highly skilled talents, the individual subsidies of 3,500 yuan/person for technicians and 4,500 yuan/person for senior technicians will be given. 

Article 6 Support the cooperation between schools and enterprises to introduce highly skilled talents. Build a number of "Soochow High skilled Talents Cultivation Bases" (hereinafter referred to as "cultivation bases") for excellent vocational colleges. If the cultivation base sends more than 50 post interns to the enterprises in our district in the current year and has worked continuously for six months, it will be given an operation subsidy of 1,000 yuan per person, and the maximum annual subsidy for each base will not exceed 200,000 yuan. Enterprises in the zone are encouraged to sign school enterprise cooperation agreements with the cultivation base for "naming classes". In principle, each class should have at least 30 students. If the enterprise "naming class" students who have been registered in advance by the district human resources and social security department practice in our district for more than six months and stay on the job for employment, they will be given an introduction subsidy of 1,000 yuan per person, and the maximum annual subsidy for each enterprise will not exceed 100,000 yuan. 

 

Chapter III Training, Evaluation and Carrier Construction of High skilled Talents

Article 7 Enterprises shall be supported to independently carry out the evaluation of the occupational skills of employees. 10% of the total number of enterprises carrying out the evaluation will be evaluated as "demonstration enterprises of skill level evaluation", and a talent cultivation subsidy of 100,000 yuan will be given to the demonstration enterprises. Enterprises that organize employees to participate in post skill improvement training will be given training subsidies according to the standard of 1,000 yuan/person for junior workers, 1,500 yuan/person for intermediate workers, 2,000 yuan/person for senior workers, 3,500 yuan/person for technicians, and 4,500 yuan/person for senior technicians (for those included in the directory of Suzhou's current scarce occupations (types of work), the subsidy standard will be increased by 30% on the basis of the corresponding level subsidy standard for occupations (types of work)). For enterprises that cultivate 20 or more highly skilled talents in this way, the enterprise training organization department will be given a performance subsidy of 100 yuan per person, and the maximum annual subsidy for each enterprise will not exceed 10,000 yuan. 

Article 8 Comprehensively promote the enterprise's new apprenticeship training. Enterprises that organize employees to participate in the enterprise's new apprenticeship training will be given a training subsidy of 4,000 yuan/person for intermediate workers, 5,000 yuan/person for senior workers, 6,000 yuan/person for technicians, and 8000 yuan/person for senior technicians. For enterprises that cultivate 20 or more highly skilled talents in this way, the enterprise training organization department will be given a performance subsidy of 100 yuan per person, and the maximum annual subsidy for each enterprise will not exceed 10,000 yuan.  

Article 9 Support enterprises to cultivate highly skilled talents. Subject to obtaining the corresponding vocational qualification or vocational skill level certificate, an enterprise education subsidy of 10,000 yuan/person for technicians and 15,000 yuan/person for senior technicians will be given, and the maximum annual subsidy for each enterprise will not exceed 100,000 yuan. 

Article 10 Support enterprises to cultivate a team of highly skilled talents. For the platforms such as the joint skill master studio, public training base, vocational colleges, technician colleges and vocational training institutions, in accordance with the principles of complementary advantages, overall planning of resources and benefit sharing, the compound high skilled talent team that breaks through occupational limitations and is built across different types of work can be recognized as the "Soochow high skilled talent team" after application and approval, and within a three-year management cycle, A subsidy of 100,000 yuan will be given every year. 

Article 11 Promote the construction of skill master studios. Focusing on the demand of the leading industries and characteristic industries in our district, the studios led or established by skilled talents who have made outstanding achievements in innovation and excellence creation, technical breakthrough, teaching and apprenticeship, subject research, technical exchange, etc. can be recognized as "Soochow Skill Master Studio" after application and approval, and a one-time reward of 50000 yuan will be given. For those who have won the municipal level and above skill master studios, 1:1 equal reward will be given according to the principle of "no duplication for high" and the superior reward funds.  

Article 12 Promote the construction of public training bases. In accordance with the principles of overall planning, rational layout, functional complementation and resource sharing, and relying on the platforms of vocational colleges, technical schools, vocational training institutions and large enterprise training centers, units that conform to the industrial development plan of our district, have significant public service functions, advanced facilities and equipment, adequate teacher resources, and have a building area of more than 500 square meters, Upon approval of the application, it can be recognized as the "Public Training Base for Soochow Highly Skilled Talents", and a one-time reward of 200,000 yuan will be given. The public training base that has been recognized for one year or more shall be subject to performance appraisal. Those who have passed the appraisal will be rewarded with 200,000 yuan, and the proportion of those who have passed the appraisal will not exceed 10%. For the unit that has been rated as the public training base for highly skilled talents at the municipal level and above, 1:1 equal reward will be given according to the principle of "no duplication for high" and the superior reward funds. 

 

Chapter IV Vocational Skills Competition for High skilled Talents

Article 13 All towns (districts, sub districts) and industry associations are encouraged to organize various skills competitions. If the district human resources and social security department has filed in advance, the organization unit will be given a subsidy of 50% of the actual expenses, which will not exceed 100,000 yuan at most. 

Article 14 High skilled talents who are selected by the district human resources and social security department to participate in the World Skills Competition or national, provincial and municipal vocational skills competitions and receive awards shall be given 1:1 equal awards according to the principle of "no repetition of high" and the superior reward funds. 

 

Chapter V Other Matters

Article 15 The People's Government of Wuzhong District shall be responsible for the interpretation of these Rules. The District Human Resources Office and the District Human Resources and Social Security Bureau shall be responsible for the specific interpretation, and the District Human Resources and Social Security Bureau shall be responsible for the specific organization and implementation of these Rules. The relevant subsidies shall be implemented in accordance with the principle of "pay for the high without duplication". The required funds shall be disbursed from the talent development funds of the District in addition to the original channels. 

The Implementation Rules shall come into force on July 1, 2021 (generally 30 days from the date of promulgation), and shall be valid until December 31, 2023. The original policies related to the highly skilled talents plan shall be automatically repealed.
