Chapter I General Provisions

Article 1 In order to deeply implement the development strategy of "strong industrial area and innovation leading", focus on the "3+3+3" industrial development needs of the district, accelerate the introduction and training of various industrial talents, and cultivate a high-quality industrial talent team with sufficient quantity, reasonable structure and superb skills for the economic and social development of Wuzhong, This plan is formulated according to the Opinions on Building a Modern Talent Development Zone to Promote the Development of Industrial Innovation Clusters in the Digital Economy Era. 

Article 2 The industrial talents referred to in this plan refer to the medium and high-end talents introduced by industrial enterprises above designated size, service enterprises above designated size, high-tech enterprises, leading talents founding enterprises, etc. in key industrial fields, including the talents in short supply in key industries, highly skilled talents, and future engineers. 

 

Chapter II Talent Shortage in Key Industries of Soochow

Article 3 The talents in short supply in the key industries of Soochow refer to the professional and managerial talents who meet the urgent needs in the key industries of our region. 

Article 4 Living allowance. For the doctors, masters and undergraduates introduced in that year, those who are selected as the talents in need of key industries in Soochow will be given a one-off living allowance of 50,000 yuan, 30,000 yuan and 20,000 yuan respectively. 

Article 5 Subsidies for house purchase. Those who are selected as the talents in need of key industries in Soochow will be given a housing subsidy of 150000 yuan. Those who are rated as talents in short supply in key industries of Suzhou can also enjoy the relevant treatment of this plan. Talents must purchase commercial housing in Wuzhong District and apply for housing subsidy with the property certificate and purchase invoice. 

Article 6 Provident fund support. Those who are selected as the talents in need of key industries in Soochow and apply for housing provident fund loans for the first time when purchasing the first self occupied housing are not subject to the time limit for deposit. The credit limit can be calculated according to the base number for deposit of provident fund, and the talent loan limit shall not exceed 1.5 times of the maximum limit. 

Article 7 Rewards for talent introduction of enterprises. Enterprises will be rewarded with a talent introduction award of 5,000 yuan per person if they are selected as the talents in short supply in key industries of Soochow; Enterprises will be rewarded with a talent introduction award of 10,000 yuan per person for those who are selected as the talents in critical industries in Gusu; The maximum reward for each enterprise in the current year shall not exceed 1 million yuan. 

 

Chapter III High skilled talents in Soochow

Article 8 Soochow highly skilled talents refer to the leading talents introduced by enterprises in key industrial fields with strong technical skills, who can lead the team to tackle key technological problems, and the relevant personnel who have obtained the national vocational qualification, professional skill level senior engineer and above certificates. 

Article 9 Rental subsidies. The recognized highly skilled leading talents will be given a rental subsidy of 3,000 yuan/month; Senior technicians and technicians introduced in the current year will be given a rental subsidy of 600 yuan/month and 400 yuan/month. The term of the rental subsidy is generally not more than 3 years.  

Article 10 Subsidies for house purchase. The recognized highly skilled leading talents will be given a housing subsidy of 500000 yuan. Talents must purchase commercial housing in Wuzhong District and apply for housing subsidy with the property certificate and purchase invoice. 

Article 11 Provident fund support. Those selected as high skilled leading talents who apply for housing provident fund loan for the first time to purchase the first self occupied housing are not subject to the time limit of deposit, and can calculate the credit limit according to the base of deposit of provident fund, and the talent loan limit shall not exceed 1.5 times of the maximum limit. 

Article 12 Subsidies for skill upgrading. For the introduced highly skilled talents, the subsidy for personal skill upgrading will be given according to the standard of 3,500 yuan/person for technicians and 4,500 yuan/person for senior technicians. For the highly skilled talents trained by the enterprise, the subsidy for upgrading the skill level of the enterprise will be given according to the standard of 3,500 yuan/person for technicians and 4,500 yuan/person for senior technicians. 

Article 13 Enterprises shall be rewarded for talent introduction and cultivation. For the units that introduce highly skilled leading talents, based on the salary of the talents in the previous year, 50% of the base will be given to the units for three consecutive years, with the total subsidy not exceeding 250,000 yuan. Enterprises that introduce or cultivate highly skilled talents will be rewarded with a maximum of 100,000 yuan/year according to the standard of 10,000 yuan/person for technicians and 15,000 yuan/person for senior technicians. 

Article 14 High skilled talents platform incentive. Support vocational colleges and technical colleges to transport high skilled talents for our district, and establish "Soochow High skilled Talents Cultivation Base", and give a maximum of 200000 yuan/year base operation subsidy; By signing the "naming class" cooperation agreement, the enterprise can obtain up to 100,000 yuan/year of talent introduction subsidy. Promote the construction of skill master studio and public training base, and award 50,000 yuan for being selected into the Soochow skill master studio; A reward of 200,000 yuan will be awarded for being selected into the public training base for highly skilled talents in Soochow, and another 200,000 yuan will be awarded for outstanding performance assessment. 

 

Chapter IV Soochow Future Engineer

Article 15 Soochow Future Engineers refer to engineering and technical talents with master's degree or above who are jointly trained by enterprises, new research and development institutions, universities and research institutes and meet the needs of the development of key industries in our region. 

Article 16 Support of Joint Training Center. We will support enterprises, new research and development institutions, universities and research institutes to jointly train future engineers, and establish a "Joint Training Center for Future Engineers" (hereinafter referred to as the "Training Center"). If the number of future engineers dispatched by the school and accepted by the units in the district in the current year reaches 10 or more and the training period is determined by both parties to be 6 months or more, the enterprise will be given a talent introduction subsidy of 1,000 yuan per person, with the maximum annual subsidy not exceeding 200,000 yuan. 

Article 17 Rental subsidies. The future engineers identified by the Training Center can apply for living in and enjoy the rent reduction of talent apartments during the training period, and will be given a rent subsidy of up to 1,000 yuan/month for doctoral students and up to 800 yuan/month for masters. 

Article 18 Subsidies for house purchase. In the talent shortage plan for key industries in Soochow, a special project for future engineers is set up. After the training period expires, priority will be given to future engineers who stay in Wuzhong District for full-time employment. 

 

Chapter V Organization, Implementation and Fund Management Supervision

Article 19 This plan is organized and implemented by the District Human Resources and Social Security Bureau. 

Article 20 All support policies shall be accepted in a centralized manner every year. The applicant shall submit the application materials within the specified time. If the applicant fails to submit the application materials in time due to its own reasons, it shall be deemed as automatically giving up the application qualification. Subsidies and subsidies of the same type for all kinds of talents shall be paid according to the principle of "high without duplication". 

Article 21 If industrial talents change their work units during the period of subsidies and subsidies, or their units change their registered places outside Wuzhong District, or major economic and legal disputes occur, the employing units must report to the relevant departments of the district for filing within 15 working days from the date of the occurrence of the above situations. 

Article 22 No unit or individual may defraud, retain, occupy, misappropriate or arbitrarily change the purpose of the funds for industrial talent awards and subsidies. Any person who commits any of the above acts shall, depending on the seriousness of the case, be notified, ordered to correct, revoked the funded project, recovered the funded funds, and disqualified from applying within three years, and shall be punished in accordance with the provisions of the Regulations on Punishment and Punishment of Financial Violations (Order No. 427 of the State Council). If a crime is suspected, it shall be transferred to the judicial organ according to law to investigate the legal responsibility of the responsible person. 

 

Chapter VI Supplementary Provisions

Article 23 The People's Government of Wuzhong District shall be responsible for the interpretation of this plan, and the Human Resources and Social Security Bureau of Wuzhong District shall be responsible for the specific interpretation. 

Article 24 This plan will be implemented from September 15, 2022. Except for the subsidies from the higher authorities and the funds channels that have been specified in the current policies, the subsidies for house purchasing, house renting, and incentive funds are shared by the district and town finance at a ratio of 1:1 according to the principle of territorial taxation of enterprises, and the part borne by the district level is disbursed from the talent development funds of the district according to the functions of the department.
