Chapter I General Provisions

Article 1 In order to attract more young talents to pursue the dream of "the most beautiful Wuzhong" and build a youth friendly urban area, this plan is formulated in accordance with the Opinions on Building a Modern Zone for Talent Development and Promoting the Development of Industrial Innovation Clusters in the Digital Economy Era. 

Article 2 In principle, the young talents referred to in this plan are those under the age of 35 who have bachelor's degree or above and come to Wuzhong District for employment and entrepreneurship. 

 

Chapter II Youth Employment Support

Article 3 Interview subsidy. For key college graduates who come to Wuzhong for interview and job search in the "Campus Suzhou Day", a one-time interview subsidy of up to 2,000 yuan will be paid to each of them. 

Article 4 Internship subsidies. Through the activity of "Excellent Students from Famous Universities in Wuzhong", outstanding students from well-known universities at home and abroad who come to Wuzhong District key enterprises and institutions to carry out holiday internships will be given a basic living allowance of 500 yuan/week and a round-trip transportation allowance of up to 2,000 yuan/person. 

Article 5 Settlement support. For young talents who are willing to come to Wu for employment and meet the requirements of talent settlement, "settle first and then get employed" will be implemented. Set up a "one-stop" service window for young talents to come to Wu, and follow up the whole process. Employment procedures shall be handled "without meeting", and the steps of file transfer, agreement review, employment registration and so on shall be simplified. Young talents shall come to work directly with the registration card. 

 

Chapter III Youth Entrepreneurship Support

Article 6 Subsidies for entrepreneurship. For college graduates within 5 years of graduation and those who have obtained a master's degree or above who start their own businesses, qualified personnel can enjoy a site rent subsidy of no more than three years and a maximum of 5,000 yuan/year, a one-time entrepreneurship subsidy of 10,000 yuan, and a social insurance subsidy for entrepreneurship. 

Article 7 Business starting loans. We will expand the coverage of financial products such as "youth entrepreneurship loans", and provide young talents with preferential support that is lower than the market loan interest rate for the same period. 

 

Chapter IV Guarantee of Happy Living for Youth

Article 8 Talent apartment support. We will support young talents to live in talent apartments in Wuzhong District at preferential prices, and give subsidies to different types of young talents in different levels and classifications, with the longest living period not exceeding 3 years. 

Article 9 Rental subsidies. The young talents newly introduced by enterprises in the "3+3+3" key industries from outside Suzhou will be subsidized with 400 yuan per month for undergraduates (intermediate professional titles and technicians), 600 yuan per month for masters (deputy senior professional titles and senior technicians), and 800 yuan per month for doctors (full senior professional titles). The subsidy period generally does not exceed 3 years. Those who have already enjoyed the treatment of talent apartment will not enjoy the rental subsidy again. 

Article 10 Subsidies for house purchase. A one-time housing subsidy of 300,000 yuan will be given to postdoctoral students who directly stay in Wuzhong District for innovation and entrepreneurship, and doctoral students from the world's top 200 universities newly introduced to work in enterprises in our "3+3+3" key industries.  

Article 11 Living allowance. Post doctors will be given a living allowance of 5,000 yuan per month and a maximum of 180,000 yuan for three years. 

 

Chapter V Rewards for scientific research docking and achievements transformation

Article 12 Subsidies for transportation, board and lodging. Young doctors from key universities and scientific research institutes are invited to participate in the talent exchange and docking activities organized by relevant departments in Wuzhong District, and will be given a transportation board and lodging subsidy of up to 3,000 yuan. 

Article 13 Rewards for achievements transformation. Post doctors who directly stay in Wuzhong District to engage in scientific research and technology transformation will be given a one-time reward of 100,000 yuan if their research achievements are applied to transformation or entrepreneurship within 3 years and good economic and social benefits are achieved. 

 

Chapter VI Supporting Services

Article 14 Informatization service. Launched the mobile network service platform of "creating foreign exchange through youth", linked employment and entrepreneurship policies, industrial distribution and enterprise employment information, and provided full scene innovation and entrepreneurship consulting. 

Article 15 Promote exchanges. We will improve communication platforms such as the Youth Enterprise Association and the Youth Chamber of Commerce, and promote dialogue activities in a regular manner. Carry out summer camps for young talent children and organize Wu culture experience activities. Hold youth innovation salons regularly, promote young talents to share industrial information, and expand market and capital docking channels. 

Article 16 Children's enrollment services. Doctoral and postdoctoral personnel can enjoy children's admission service. If the children of doctoral and postdoctoral personnel are not registered in registered residence, they will be enrolled in compulsory education schools in Wuzhong District and enjoy the same treatment as registered residence registered students. 

Article 17 Medical insurance. Postdoctoral personnel can enjoy a physical examination at a designated place once a year for three consecutive years from the date of entry. 

 

Chapter VII Organization, Implementation and Fund Management Supervision

Article 18 This plan is organized and implemented by the Youth League District Committee, the District People's Social Security Bureau, the District Science and Technology Bureau and other units. 

Article 19 Rental subsidies, housing purchase subsidies, living subsidies and achievement transformation awards shall be accepted in a centralized manner every year; Other supporting measures are open for acceptance throughout the year. 

Article 20 For various subsidies specified in the Plan, it is necessary to submit various support applications and application materials within the specified time. If the applicant fails to timely apply or submit application materials due to its own subjective reasons, it shall be deemed that it automatically waives the application qualification. 

Article 21 If a young talent changes his/her work unit, or changes his/her registration place outside Wuzhong District, or has major economic and legal disputes during the subsidy and subsidy distribution period, the employing unit must report to the relevant department of the district for filing within 15 working days from the date of the occurrence of the above situations. 

Article 22 No unit or individual may defraud, intercept, occupy, misappropriate or change the purpose of the funds for young talent awards and subsidies without authorization. Any person who commits any of the above acts shall, depending on the seriousness of the case, be notified, ordered to correct, revoked the funded project, recovered the funded funds, and disqualified from applying within three years, and shall be punished in accordance with the provisions of the Regulations on Punishment and Punishment of Financial Violations (Order No. 427 of the State Council). If a crime is suspected, it shall be transferred to the judicial organ according to law to investigate the legal responsibility of the responsible person. 

 

Chapter VIII Supplementary Provisions

Article 23 The Youth League District Committee, together with the District Human Resources and Social Security Bureau and the District Science and Technology Bureau, is responsible for the interpretation of this plan.  

Article 24 This plan shall be implemented from August 1, 2022. Except for the subsidies from the higher authorities and the funds channels that have been specified in the current policies, the subsidies for renting and purchasing houses shall be shared by the district and town finance at a ratio of 1:1 according to the principle of territorial taxation of enterprises, and the relevant funds shall be disbursed from the talent development funds at the district level in addition to the original funds channels.
